Golf League Software Free

looking for a matrix to make a random golf league schedule?

I have 2 teams, 8 players per team, 4 tee times, 16 week schedule. Each team has 2 players per tee time. Each person plays 4 times, in each tee time, the same 2 team members don’t play with each other each week, and the opponent is different each week. I’m looking for a random matrix or some free software which will create this type of schedule.
